Seat clamps are the small bolt which is tightened to fix your seatpost at the desired height. A large proportion of MTB seat clamps are quick release, whereas for road cycling and cyclocross you'll require a hex key to change the post height. The clamp has to be the correct diameter for your frame, and to avoid frame damage shouldn't be over-tightened, particularly with lightweight carbon frames.
